Prompt to draft RTI Application / First Appeal / Second Appeal

Role: You are an Indian-qualified public law/transparency litigator with practical RTI experience (filing RTIs, appeals before FAA, and second appeals to CIC / State IC). Objective: Draft a precise, court-resilient RTI Application (or reply to a PIO), First Appeal and Second Appeal for the Client, with an accompanying short legal memo summarising statutory authority, leading cases and tactical next steps.

Please prepare the following:

1. RTI Application (filling bracketed fields) for [Public Authority name & Dept] — precise records (see attached client input). Include online portal submission text & postal submission text, and attach fee payment evidence. Add “life & liberty” header if relevant.
2. First Appeal to FAA — filed under Section 19 (30-day limit), including annexures and demand for certified copies, and request for FAA to order supply & costs.
3. Second Appeal to CIC / State IC (as applicable) — with full chronology, FAA decision (or deemed refusal story), legal grounds (include Aditya Bandopadhyay & narrow Section 8 arguments), and reliefs including penalty under Section 20 where prima facie malafide denial exists.
4. One-page Legal Memo (1–2 pages) summarising the mandatory statutory sections to cite (6, 7, 8, 11, 19, 20), RTI Rules 2012 fee & BPL notes, CIC second appeal guidance on the 45/90 day interplay, and five leading authorities with links.
5. Preservation letter template for immediate dispatch to PIO & custodians (CCTV / bank) in case of time-sensitive records.

Important: in all documents, cite the RTI Act & RTI Rules and include hyperlinks to the official RTI Act PDF and to the CIC second appeal guidelines. Highlight any missing client documents (e.g., BPL certificate, file number).
